Airport Road Construction
The Airport Road Reconstruction Project is a Montana Dept. of Transportation project that involves safety and traffic flow improvements, including : (1) construction of a new interchange at Alkali Creek Road and Aronson Avenue, (2) a roundabout at the Airport entrance, and (3) widening of Airport Road to four lanes between Main Street in the Heights and the Airport entrance.

First Time Home Buyer Funds
The City of Billings First Time Home Buyer Funds have been depleted. The next round of financing for down payment and closing cost assistance will be July 1, 2009.

FY2010 - FY2014 Capital Improvement Plan (CIP)
A "capital improvement" is any constructed improvement with a cost of $25,000 or greater.

Each "even" numbered CIP year, the City provides information on proposed projects asks for public input on the five-year plan. To facilitate this process, a series of public comment meetings are held throughout the community. This year, the City will hold three (3) public meetings as follows:

1. Wednesday, December 3, 2008: Castle Rock Middle School Library, 1441 Governor's Blvd., 6:30 p.m.
2. Thursday, December 4, 2008: Will James Middle School Cafeteria, 1200 30th St. W. (use side parking lot and side door), 6:30 p.m.
3. Wednesday, December 10, 2008: Billings Community Center, 360 N. 23rd St., 6:30 p.m.

Plans for the City of Billings' Annexation Policy updates will also be presented at these meetings. The agenda for these meetings will be limited to the CIP and the Annexation Policy updates. Each session is focused on hearing from the public regarding proposed projects, as well as projects they would like to see completed and why.

Board and Commission Vacancies
The Mayor's office is now accepting letters of interest to fill the vacancies on the Boards and/or Commissions. [Current Vacancies]
Building Permit Information Available Online!
The Building Division now offers the ability to view building permit information online! This new feature allows customers to schedule inspections, view permit information, and check the status of permist that have been submitted for review.

Customers will be required to enter the Permit Number to view permit information. Any individual with a Permit Number can access general information. A Pin Number will be needed to schedule an inspection. Pin Numbers will be given to customers when they submit their plans. The Pin Number will be printed on the permit when it is issued.

Thursday, Nov 20th, from 10am to 5pm, the Parmly Billings Library Foundation will sponsor an open house at the Library. See the impact your donations to the Foundation have made!
Children's Reading Challenge
To participate, children in 6th grade and under need to get a "Reading Challenge" bookmark at the Children's Desk or from the link below by November 23rd. Participants are then challenged to check out five books from the Library, read them and record them on the bookmark to earn a reading prize. All completed bookmarks must be returned by DECEMBER 6, 2008. Those completing the challenge may also register for a drawing for special prizes. [Get the bookmark...]

Press Release DUI Accident
Date & Time: 11-13-08, 2155 hrs

Type of Incident: DUI Accident

Case Number: 08-52703

On November 13, 2008 at approx. 2155 hrs, the Billings Police Department were dispatched to the area of South Billings Boulevard and Underpass Ave for what appeared to be a single car roll-over accident. Upon arrival, officers discovered a 1987 Volvo sedan resting on the driver’s side in the eastbound traffic lane near Underpass Ave. A 21 year old male was standing outside of the vehicle and uninjured; however, the driver, 20 year old Brianna Coe was unconscious and trapped within the vehicle.

The Billings Fire Department extracted Coe from her vehicle and she was transported to the St. Vincent’s hospital by ambulance. Injuries as this time appear to be minor. No citations have been issued at this time. Speed and alcohol appear do appear to be contributing factors of the accident.

Press Release Burglary
Date & Time: 11-6-08, 2326 HRS

Type of Incident: Burglary

Case Number: 08-51675

On November 6, 2008, at approx. 2326 hrs, Billings Police Officers were dispatched to a business alarm at North Side Pawn, 2209 1st Ave N. Ofc. Steve Hallam arrived on scene and observed that there was a large hole in the front door window. Ofc. Hallam located three males walking from the west side of the business and attempted to stop them in connection with the business alarm and ordered the males to remain on scene. Only one of the males complied, the other two males fled from the scene. Ofc. Hallam gave chase and caught one of the males a short distance from the scene. The other male was caught a short time later by other responding police officers.

Two of the three men, 19 year old Michael Adams & 19 year old Takeem Lumpkin, were charged as adults for Burglary, Criminal Mischief, and Obstructing a Police Officer. Both were transported to YCDF where they were booked into jail for those offenses. The other male, a juvenile, was arrested and charged with Burglary, Criminal Mischief, and Theft. The juvenile male was placed into custody at Youth Services.

Items, related to the burglary, were recovered in the immediate area of the incident by officers.

Promotion
Congratulations go out to Officer Clyde Reid. Officer Reid is being promoted to Sergeant as of 11/17/08. Officer Reid has been with the Billings Police Department for over ten years with his most recent assignment as a K9 Officer. Congrats!
