The officer will check back in five days after the sticker is placed on the vehicle and if the vehicle has not been moved it we will forward the report the Yellowstone County Junk Vehicle division to be towed.

Noise levels are measured in decibels and are different for different areas of the community defined as zones. For example, noise levels in an area zoned for 'heavy commercial' will be higher than areas zoned 'residential-one family'. The decibel listings are too long to list for this response. As a rule of thumb persons should limit activity likely to create a noise complaint between the hours of 8 p.m. and 8 a.m. If a person wants to look at the ordinance they can come to City Hall and go to the City Attorney's office.

The City of Billings approved an ordinance in April 1999, which prohibits smoking in all City-owned buildings, including the Billings Airport. However, you can smoke outside the Airport buildings.

Billings Logan International Airport is committed to providing safe access to all areas of the terminal building for all users of the Airport. If someone is unable to use the stairs or the escalator, elevators are available to help a disabled person up to the second floor and concourse areas. No tax dollars have been used to help operate the airport in over 25 years. Billings Logan International Airport is supported completely by user fees. This means those who utilize the airport help to pay for the airport's operational costs. Any business that operates on airport property has some form of agreement with the City's Aviation and Transit Department to remit a rental charge or fee to the airport. Hence, those who purchase airline tickets, rent cars, park at the airport, eat or drink in the restaurant or purchase a gift at the airport are in a small way helping to contribute to the operation of the Airport. It is the fairest way possible. Those who use the facility help pay for it; others do not.

The airport does present an excellent opportunity to advertise your products or business. Hundreds of thousands of people pass through the Billings Logan International Airport's doors each year. The advertising signs and display cases that you see in the baggage claim area are property of the Airport, but are operated by a local sign and advertising contractor. In 1978, the airline industry was deregulated and many of the airlines went to a more efficient method of doing business. Most established a routing method using a "hub and spoke" strategy, using key cities as hubs where all the flights converged from the smaller airports or the spokes. This method allows customers to reach the widest possible choice of destinations with only one transfer and utilizes the airline's equipment in a more productive way. On a given day, several hundred people want or need to fly out of Billings, however, only a few may actually want to go to your destination choice of San Diego. Imagine the number of planes that would need to be flown into and out of Billings if each was a nonstop flight to all of the major cities in our country. Using the hub and spoke method the airlines can load one plane with Billings residents who are going to many destinations and fly them to a hub city where they can all transfer to a new plane going to the destination of their choice together with other people from other cities who have been flown to that same hub to also go to the city of their choice.

Frontier, Horizon, Northwest, United, Allegiant, and Skywest all serve Billings. This is a large number of air carriers for a community our size.
|
|
|
Southwest Airlines is one of the few airlines that does not use a hub and spoke strategy. They in fact offer point-to-point service in larger urban markets. Since Southwest is a point-to-point carrier, the location of the airports that they provide service out of is very critical to them. Typically they will not even consider a location unless the airport is doing well in excess of 1,000,000 passenger boardings per year. Since Billings only has approximately 450,000 passenger boardings per year, Southwest does not have any interest in coming here in the foreseeable future. Simply stated, our market is not large enough.

The airlines are requesting that passengers arrive at least an hour and a half to two hours before their scheduled departure due to increases in Airport security. We recommend that you check with your airline prior to your flight to determine what time you should arrive.

Building Division
|
|
The Building Division is on the Fourth floor of the Parmly Billings Library, 510 North Broadway, in downtown Billings.
|
|
|
A building permit is required for almost any type of construction on private property including:
- Roofing
- Fences
- Siding
- Decks
- Parking lots
Some of the items that do not require a permit are:
- Detached sheds not exceeding 120 square feet
- Fences less than 36 inches in height
- Painting
- Wallpapering and similar finish work
- Sidewalks or driveways when they will not support a structure and are located entirely on private property
In addition, certain construction activities in the public right of way may require permits.

Some of the reasons a separate permit may be required are: -By law, most electrical and plumbing permits can only be issued to licensed electricians and licensed plumbers. -Certain permits are requested before the primary permit is ready (e.g., temporary use permits). -Some projects are divided among different contractors, each with responsibility for only certain aspects of the job. -Work in the right of way requires a licensed and bonded contractor. -Certain permits are administered by different city or county departments.

Plans are reviewed by the type of project and the order in which they are received. Expediting a permit would necessitate delaying another permit. There are seldom instances where each applicant is not in a hurry. The best way to expedite your permit is to submit a quality set of plans with complete and detailed information. We also offer the opportunity for architects and designers to sit down with key City staff members to discuss the project prior to plan submittal.

City Ordinance requires sidewalk, curb, gutter, and necessary street widening on all projects at the time of development.
|
|
|
Part of the plan review process is to examine submitted plans for conformance with all codes, laws, and ordinances. This includes all phases of construction including site, structural, architectural, plumbing, mechanical, and electrical drawings. The plumbing and electrical detail may be excluded on single-family residences provided the location of the mechanical equipment is shown. Commercial plans need to be wet stamped by a Montana-licensed architect or engineer. Handouts are available from the Building Division.

The Building and Engineering Divisions normally review plans in the order in which they are received. However, single-family residential and other projects of a minor nature are mixed in with the review of more complex plans to maintain desired time frames. The City-County Planning Department establishes priorities based on a first-come, first-served basis.
|

Fees are based on the valuation assigned to each individual project. On large commercial projects valuation may be determined by a competitive bid process. Other commercial and single family structures are assigned a value based on square footage. Remodels are determined by contract price or the estimated value of material and labor.
|

|
Once a complete plan has been submitted, and special issues have been addressed (i.e., variances, special reviews, subdivisions, etc.), the initial review takes: Residential (single-family and duplex): 4-7 working days Commercial - Minor: 2-4 weeks Commercial - Major: 3-6 weeks

A "building setback" is the distance between a structure and a property line. An "arterial setback" is that distance between a structure and the center of an arterial street right of way. In cases where curb, gutter, and sidewalk improvements are not appropriate at the time of development (e.g., gravel streets, no curbs adjacent to property, etc.), the City Engineer may accept a SID Waiver of Protest in lieu of construction.
|
|
|
Besides being a legal requirement, obtaining a permit helps to protect you, your family, and your property. Trained staff will review plans before construction begins, and will perform inspections during the project construction. While this does not guarantee a "perfect building" it does add protection and value to the structure.
|
|

The owner is responsible for obtaining permits, or he or she may designate this responsibility to the contractor. When this happens the owner should be sure the contractor has obtained all the appropriate permits, and that the contractor receives all the inspection approvals.
|

While there are instances where a plan is not required, such as re-siding or re-roofing, many so-called "small jobs" are affected by building codes. The adding or deletion of a wall down the middle of a room can dramatically affect the existing and structural integrity of the building. A plan that clearly indicates the work to be done can avoid surprises and conflicts at the job site.

Review time is based upon the number of plans currently in for plan review and current staffing levels. In most cases, plans are reviewed in the order in which they were submitted.

Cemetery
|

Gound level artifical flowers can be covered by snow and not seen by snow removal personel. This may result in damaged equipment or cause injury from airborn artifical flowers.

During the winter months Oct. 15th to May 15th, ground level flowers are not allowed except 3 days before a holiday and 3 days after a holiday.

Order of Protection applications are available at the clerk's office for Billings Municipal Court (2nd floor City Hall) and Yellowstone County Justice Court (6th floor Yellowstone County Courthouse). Return completed applications to the clerk's office for review by a judge. There is no charge for an Order of Protection.

If the ticket was recent, we will ask that you contact the Billings Police Officer who issued the ticket. Often times the officer will remember what the offender looked like and can verify that you were not the individual he/she issued the citation to. After a thorough review of the police reports, court records and a visit with the police officer, the City Attorney's Office will determine whether or not to dismiss the charge against you.
